GitHub previews workflow lockfiles to keep reviewed Actions dependencies from moving

A lockfile can make the executed revision more predictable. It cannot establish that the revision was safe when it was selected.

GitHub introduced Actions workflow dependency lockfiles in public preview on October 14, 2026. The feature addresses a specific supply-chain problem: a tag or branch can point to different code after a workflow was reviewed. An onboarded workflow instead runs the commit recorded in its lockfile. That improves revision control; it does not certify the selected dependency as trustworthy.

The lock covers more than a readable version label

The official documentation places the generated file at .github/workflows/actions.lock. It records workflow dependencies, resolved commits and the numeric identity of the source owner and repository. GitHub says those identities are checked at runtime so a familiar repository name alone is not the complete reference.

The feature includes transitive action dependencies, with an important boundary: a reusable workflow uses the lockfile in the repository where that workflow is defined. A caller’s lockfile should not be interpreted as an inventory of every dependency inside a separately maintained reusable workflow.

Review the update path, not just the first lockfile

GitHub provides the gh actions-lock CLI extension to generate and maintain the file; the documentation says not to edit it manually. Workflows can be onboarded gradually. GitHub also describes Dependabot regenerating the matching lock entry when it updates an action in an onboarded workflow.

The announcement identifies a separate Require lockfile policy as preview functionality. Administrators should check current availability and enforcement behavior before relying on it. This article reports the October 14 preview, not a general-availability release or a change already made to AI Speed Canada’s own build system.

A bounded pilot for Canadian engineering teams

AI Speed recommends starting with a low-risk workflow and reviewing the resolved commits alongside the generated changes. Confirm that a missing dependency produces the expected failure and that a proposed update is visible to a human reviewer. Keep a recovery procedure for an unavailable dependency or a mistaken update.

Teams should also inspect permissions, secrets and runner exposure. Executing the same malicious commit consistently would still be a security failure. A lockfile is one control in a broader review process, not a reason to relax access or skip code inspection. Evaluate reproducibility, review effort and update reliability before making the preview mandatory across production repositories.
